Permission granted, Quirrel moves his hand closer, slow and gentle, and unfolds his hand to offer up his fingers to Pepper and Powder for further examination - if only because they were among the first to interact with him directly, and they're conveniently close.
"Hel-lo," he cheerfully sing-songs at them all. "What a charming little bunch you are. It's a pleasure to meet you."
He knows he is being carefully watched, and he would expect nothing less. That, perhaps, is the most normal thing in the world for a parent - White Palace status notwithstanding.
